The Members' Spring Seminar will return as an online, free event On Monday 20 March. ADSS Cymru's flagship annual event open to all, the National Social Care Conference, is set to take place in North Wales next year on Wednesday 11 – Thursday 12 October. Opportunities to contribute to the themes discussed or to run a workshop, as well as programme plans, will be shared over the coming months.

Cyflawni Gofal Cymdeithasol mewn Cymru Wrth-hiliol
Gwaith y Grant Cyflawni Trawsnewid, 2022 – 23

Nod yr astudiaeth sy’n cael ei chynhyrchu fel rhan o waith Grant Cyflawni Trawsnewid ADSS Cymru ar gyfer 2022-23 yw parhau i nodi a gweithio i chwalu’r rhwystrau rhag darparu gwasanaethau gofal cymdeithasol ar gyfer pobl Dduon, Asiaidd a Lleiafrifoedd Ethnig, er mwyn sicrhau bod pobl yn teimlo’n hyderus yn defnyddio gwasanaethau gofal cymdeithasol a bod y gwasanaethau a ddarperir yn wrth-hiliol, yn hygyrch ac yn ddiwylliannol briodol.

Prif elfennau’r prosiect yw fel a ganlyn:

  • Mapio’r trefniadau presennol ar gyfer diwylliant, iaith a dehongli/cyfieithu ar gyfer pobl sy’n defnyddio gwasanaethau gofal cymdeithasol i gynorthwyo gyda chynllunio gwasanaethau yn awr ac yn y dyfodol er mwyn gwella’r ddarpariaeth o gyfieithiadau ar lafar ac yn ysgrifenedig.

  • Sicrhau niferoedd gwaelodlin a nodi natur cwynion mewn perthynas â diffyg darpariaeth ar gyfer cyfieithu neu broblemau gyda threfniadau a/neu fynediad i roi gwaelodlin ar gyfer gwelliannau mewn gwasanaethau.

  • Gan ddefnyddio data caled* a gwybodaeth am brofiadau byw**, datblygu cynllun gweithredu sy’n nodi’r trefniadau presennol ar gyfer diwylliant, iaith a dehongli ac argymhellion ac yn nodi’r adnoddau y mae eu hangen i lenwi bylchau a meithrin gallu. Bydd y cynllun gweithredu yn cynnwys amlinelliad o sut y dylid gwerthuso gwasanaethau i ddangos gwelliannau parhaus i wasanaethau.

  • Ar ôl ei gwblhau, bydd gan gyfarwyddwyr gofal cymdeithasol well dealltwriaeth o’r hyn y mae angen ei wneud i roi’r hyder iddynt bod gwasanaethau’n diwallu anghenion diwylliannol, iaith a dehongli/cyfieithu.


*Bydd y prosiect yn cynnwys data gan awdurdodau lleol yng Nghymru ynghyd â darparwyr annibynnol, gan gynnwys darparwyr gofal preswyl a nyrsio, gwasanaethau cymorth dydd a darparwyr gofal cartref.

'Help us make a case for change': Domiciliary care franchise / co-operative model feasibility study

Are you concerned about the current situation in domiciliary care affecting people across Wales? Are you interested in contributing to the development of new ideas for how to grow and sustain the sector, support services and provide positive benefits for services users and the workforce?  

ADSS Cymru is undertaking a feasibility study to explore how Local Authorities might be able to learn from health boards, third sector and private sector providers to create a franchise / co-operative model for domiciliary care in Wales. Delivering Social Care in an Anti-Racist Wales
Delivering Transformation Grant work, 2022 – 23

The study being produced as part of ADSS Cymru's Delivering Transformation Grant work for 2022 – 23 aims to continue to identify and work to break down barriers to social care service provision for Black, Asian and Minority Ethnic people, to ensure people feel confident accessing social care services and that the services provided are anti-racist, accessible and culturally appropriate.


The key elements of the project are to:

  • Map existing arrangements for cultural, language and interpretation/translation for people who use social care services to aid current and future service planning to improve the provision of spoken and written translations.

  • Secure baseline numbers and identify the nature of complaints in relation to lack of provision for translation or problems with arrangements and/or access to give a baseline for improvements in services.

  • Using hard data* and lived experience information**, develop an action plan which sets out existing arrangements for cultural, language and interpretation and recommendations and identifies resources needed to fill gaps and build capacity. The Action Plan will include an outline of how services should be evaluated to demonstrate continuous service improvements.

  • On completion Directors of Social Care will have a better understanding of what needs to be done to give them the confidence that services meet cultural, language and interpretation/translation needs.



*The project will include data from Local Authorities in Wales together with independent providers, including residential and nursing care providers, day support services and domiciliary care providers.


** Third sector organisations supporting people from Black, Asian and Ethnic minorities will be contacted to contribute to the data from people who use social care services to obtain their feedback.

Innovate Trust aims to deliver a person-centred approach when it comes to care. They work with individuals to live as independently as possible by offering a wide range of care, support services, and activities. Everything they do involves supporting and valuing the decisions of the people they support, their families, and their carers.

They are eager to continue leading the way in alternative service provision by working with our partners and funders to ensure that we have both the ideas and resources to continue our innovative work.

Originating from a Student Volunteering project at Cardiff University in 1967, Innovate Trust was the first charity in the UK to set up a supported living home. Everything that they do focuses on new and innovative ways to deliver person-centred support.

Insight is Innovate Trust’s free community app for adults with disabilities across the UK. Insight provides over 80 live and in-person activities per week, as well as a social space for people to share, make friends and be digitally included in an accessible and friendly space. In 2021 Innovate Trust won an award for Insight from Healthy Working Wales for their response to the global pandemic and how it helped support the learning disability community in Wales.
Diweddariad Gwasanaethau Oedolion – Jason Bennett

Bu'n fisoedd diddorol wrth i ni i gyd barhau i wneud y 'gwaith dydd', a gweithio ar ystod ar agendâu cenedlaethol gyda chydweithwyr o Lywodraeth Cymru a'r GIG. Weithiau gall deimlo'n ymddangos fel y byddai pawb yn hoffi gweld gan AWASH, sy'n adlewyrchu pwysigrwydd Gofal Cymdeithasol i Oedolion i'r system gyfan a'r cyfraniad gwerthfawr y mae cydweithwyr yn ei wneud i'r fforymau hyn.

Ochr yn ochr â hyn, mae cydweithwyr ledled Cymru yn parhau i ymateb i'r heriau o ran galwadau am wasanaethu a phrinder staff ac adnoddau i ddiwallu'r anghenion hyn.

Ddydd Iau 17 Tachwedd fe wnaeth cydweithwyr AWASH gyfarfod i fyfyrio ar y llwyddiannau a'r datblygiadau arloesol yn ymarferol ar draws Cymru sydd wedi trawsnewid gwasanaethau yn eu hardaloedd. Mae'r arddangosfa hon o arloesi a dyfeisgarwch ar adeg o adfyd yn adlewyrchiad o waith caled diflino ac ymrwymiad ein staff.

Rwy'n edrych ymlaen yn fawr at glywed am y mentrau hyn a dathlu llwyddiant gyda chydweithwyr, ac wrth gwrs, dysgu. Ar sail genedlaethol a lleol, rydym yn parhau i weithio gyda chydweithwyr yn y GIG o ran rhyddhau, i asesu ac adeiladu gallu cymunedol, ac i fynd i'r afael â'r heriau sylweddol sy'n ymwneud â gweithredu Gofal Iechyd parhaus y GIG.

Adult Services update – Jason Bennett


It has been an interesting few months as we all continue to do the 'day job', and work on a range on national agendas with colleagues from Welsh Government and the NHS. It can sometimes feel seem like everyone would like a view from AWASH, which reflects the importance of Adult Social Care to the whole system and the valuable contribution colleagues make to these forums.

Alongside this, colleagues across Wales continue to meet the challenges in relation to demands for service and a shortage of staff and resources to meet these needs.

On Thursday 17 November AWASH colleagues met to reflect on and share the successes and innovations in practice across Wales that have transformed services in their areas. This showcase of innovation and resourcefulness at a time of adversity is a reflection of the tireless hard work and commitment of our staff.

I really look forward to hearing about these initiatives and celebrating success with colleagues, and of course, learning. On a national and local basis, we continue to work with NHS colleagues in relation to discharge, to assess and build community capacity, and to address the significant challenges relating to implementation of the NHS continuing Healthcare.

Mewn digwyddiad sy'n ysgogi'r meddwl ar 13.10.22, gwelwyd aelodau AWHoCS ochr yn ochr â chydweithwyr yn myfyrio ar rai o'r datblygiadau eithriadol yng Nghymru sydd wedi sicrhau canlyniadau gwych i deuluoedd. Yn rhan o'r arddangosfa roedd:

  • Passion4Practice ym Merthyr Tudful
  • 14+ Tîm yn Blaenau Gwent
  • Ganed ef i ofal/Jigso

Y themâu croeshoeliad oedd: creadigrwydd, gwytnwch, sgil a chywirdeb yn ein gweithlu ar draws pob rôl, yn eu hymdrechion cydgysylltiedig i wella canlyniadau i blant. Mae wedi ein hysbrydoli ni; gwyliwch allan am ddilyniant gyda RPBs a CAMHS lle rydym yn bwriadu dangos dulliau integredig a dadwneud y rhwystrau. Mae'r ymrwymiad i ddysgu, gwella a rhannu yn parhau i fod yn gryf mewn tystiolaeth.

Parhau i ganolbwyntio ar y gweithlu, wrth i ffrwd gweithlu ADSS Cymru gymryd camau tuag at gryfhau cydweithio cenedlaethol. Mae maint yr her yn sylweddol, ac mae gwaith ar y gweill i ddenu'r adnodd sydd ei angen arnom i wneud gwaith da.

Mae penaethiaid Gwasanaethau Plant yn gyfarwydd â 'permacrisis' ond hefyd yn gwybod sut i barhau i ddarparu gwasanaethau yn ei chanol hi. Mae llawer bellach wedi cyfarfod, neu ar fin cwrdd, gyda'r Dirprwy Weinidog mewn perthynas â chefnogaeth y teulu, niferoedd sy'n derbyn gofal, a chynlluniau mewn ymateb i'r polisi Dileu Elw. Mae ein hymateb i'r ymgynghoriad yn rhoi cipolwg tystiolaeth ar ein entreaties i'r Llywodraeth i ailystyried o blaid ail-gydbwyso, arwain gwerthoedd a dull sy'n canolbwyntio ar ganlyniadau.

A thought-provoking event on 13 October saw AWHoCS members alongside colleagues reflect on some of the outstanding developments in Wales, which have delivered brilliant outcomes for families.  Included in the showcase were:


  • MST Children’s Home in N Wales
  • Passion4Practice in Merthyr Tydfil
  • 14+ Team in Blaenau Gwent
  • Born into care/Jigso

The crosscutting themes were: creativity, resilience, skill and integrity in our workforce across all roles, in their co-ordinated efforts to improve outcomes for children. It has inspired us; watch out for a follow up with RPBs and CAMHS where we plan to demonstrate integrated approaches and unpick the barriers. The commitment to learning, improvement and sharing continues to be strongly in evidence.

Focus on workforce remains, as the ADSS Cymru workforce stream takes steps towards strengthening national collaboration. The scale of the challenge is considerable, and work is underway to attract the resource we need to do a good job.

Heads of Children’s Services are familiar with ‘permacrisis’ but also know how to keep delivering services in its midst. Many have now met, or are about to meet, with the Deputy Minister in relation to family support, Looked After numbers, and plans in response to the Eliminate Profit policy. Our consultation response provides an evidenced insight to our entreaties to Government to reconsider in favour of a rebalance, values-led and outcomes-focused approach.

Meanwhile, we carry with us the burden of knowing that some children’s lives have been badly affected by the impact of the policy announcement, and our current environment challenges even the most resilient Authority’s ability to react and develop the services in the timescale of proposed legislative change.

CLASS Cymru – adnodd newydd i gefnogi pobl sydd wedi gadael gofal yng Nghymru, wrth gynllunio addysg bellach

Mae Plant yng Nghymru wedi lansio adnodd penodol newydd i'r rhai sy'n gadael gofal yn meddwl am fynd i'r brifysgol o'r enw CLASS Cymru. Mae CLASS Cymru yn sefyll ar gyfer Gweithgareddau a Chymorth i Fyfyrwyr a Chymorth i Fyfyrwyr, ac mae'n cynnwys prifysgolion, colegau, gwasanaethau cymdeithasol ac elusennau ledled Cymru sy'n cefnogi'r rhai sydd â phrofiad o ofal i fynd ymlaen i Addysg Bellach ac Addysg Uwch.

Social Care Wales

National Safeguarding Learning and Development Standards

On 14 November Julie Morgan AM introduced the launch of Wales’ first National Safeguarding Learning and Development Standards.

The Standards set out the expectations for knowledge, skills, attitudes and values for people working with adults and children who may be at risk of abuse, harm or neglect and represent a significant milestone in the development of safeguarding practice in Wales.

Older People’s Commissioner for Wales

The Older People’s Commissioner for Wales has launched 'Living in a Care Home in Wales: a Guide to your Rights'.

The new guide for older people which provides crucial information about their rights when moving into and living in a care home.

The Commissioner developed the guide to help older people and their families to better understand the rights they have, what they can do if they are concerned that their rights are not being upheld, and details of organisations that can provide help and support, including the Commissioner’s own advice and assistance team.

Children in Wales

CLASS Cymru – a new resource to support care leavers in Wales with planning further education

Children in Wales have launched a dedicated new resource for care leavers thinking about going to university called CLASS Cymru. CLASS Cymru stands for Care Leavers Activities and Student Support, and is made up of universities, colleges, social services and charities across Wales who support those with care experience to go on to Further and Higher Education.

There are resources to help care leavers with thinking about why they might want to pursue further education, to practical considerations such as making applications, transitioning to university, studying, and what happens after university.
