Fel y gwyddoch efallai, roedd Ali Bulman i fod i ymgymryd â rôl Arlywyddol ADSS Cymru ar gyfer Ebrill 2022 - 2023. Fodd bynnag, yn ystod y misoedd diwethaf, mae Ali wedi llwyddo i sicrhau rôl newydd yng Nghernyw ac felly bydd yn gadael Cymru cyn bo hir i ddechrau ar ei swydd newydd fel Cyfarwyddwr Strategol, Gofal a Lles.

Yr ydym yn ddiolchgar iawn i bob un o'n tîm Llywyddiaeth am eu hymroddiad parhaus, ac edrychwn ymlaen at weithio gyda hwy i gyd dros y blynyddoedd nesaf.

| Membership News
As you may be aware, Ali Bulman was due to take on the Presidential role for ADSS Cymru for April 2022 - 2023. However, in recent months, Ali has been successful in securing a new role in Cornwall and therefore will shortly be
leaving Wales to begin her new job as Strategic Director, Care and Wellbeing.
It was agreed at the ADSS Cymru board meeting in April that Jonathan will continue in the Presidential role for 2022 - 2023. It was also agreed that Nicola Stubbins, Director of Social Services at Denbighshire County Council, will continue in her role on the ADSS Cymru Board of Directors. We are also pleased to report that Lance Carver, Director of Social Services from the Vale of Glamorgan will be joining the Board of Directors as Vice President, alongside
Alwyn Jones, Director of Social Services in Wrexham. We are very grateful to all of our Presidential team for their continued dedication, and we look forward to working with them all over the forthcoming years.
There have also been changes made to our Leadership Group and our All Wales Heads of Adult Services policy group. We say goodbye, good luck and thank you to Keith Rutherford, Director of Social Services in Torfaen, Gill Pratlett, Head of Adult Services in Torfaen and Phil Gilroy who was Head of Adult Services in Denbighshire. If you know of anyone else that has left or us planning to leave our membership, please let us know so that we can recognise their valuable contribution.

Y wybodaeth ddiweddaraf gan Gadeirydd Grŵp Penaethiaid Gwasanaethau Oedolion Cymru Gyfan
(AWASH) Wrth i flwyddyn gyntaf fy nhymor dwy flynedd fel Pennaeth Gwasanaethau
Oedolion ddod i ben, rwyf wedi cael cyfle i edrych yn ôl ac ystyried sut brofiad y bu. Ddeuddeg mis yn ôl, roeddem yn parhau i fod yn y cyfnod clo ac roedd yn aneglur beth fyddai’n digwydd yn ystod gweddill 2021 – yn enwedig dros fisoedd y gaeaf a’r pwysau ychwanegol y mae'r sector gofal cymdeithasol yn eu hwynebu yn y tymor hwn i reoli'r cynnydd yn nifer yr achosion.
Fel y rhagwelwyd yn ystod gaeaf 2021, wynebodd Gwasanaethau Oedolion heriau gwirioneddol, wrth i awdurdodau lleol weld nifer fawr o bobl yn aros am becynnau gofal. Fel y mae’n gwneud bob amser, roedd AWASH yn parhau’n grŵp cefnogol yn ystod yr ail aeaf anodd tu hwnt.
Er bod y pwysau hyn yn parhau, mae'r drafodaeth bellach yn symud i ystyried sut y dylai gwasanaethau weithredu pan fyddwn yn cyrraedd cyfnod endemig, os byth.
Ein blaenoriaeth yw sicrhau bod llais yr unigolyn yn cael ei glywed wrth lunio dyfodol gwasanaethau, a bod unrhyw newid yn canolbwyntio ar lais y mwyafrif.
Gyda lleihad yn y mesurau COVID-19, mae AWASH am weithio i ymgorffori’r newidiadau llwyddiannus i wasanaethau a ddigwyddodd dros ddwy flynedd y pandemig, ac osgoi dychwelyd i’r hen ffyrdd os yn bosibl.
O'r ymatebion a gafwyd yn ystod y pandemig, roedd yn glir bod awydd i wneud pethau'n wahanol. Mae cyfle yn awr i ddatblygu a newid mewn meysydd eraill. Fodd bynnag, yng nghyd-destun gweithlu sydd wedi blino’n llwyr ac wedi prinhau, mae angen symud yn ein blaenau ar gyflymder derbyniol wrth gydnabod bod angen ymateb yn gyflym i heriau cynyddol y mae unigolion yn eu hwynebu yn ein cymunedau.
Mae AWASH wedi ymrwymo i barhau â'r drafodaeth ar wasanaethau integredig a'r cyfle i helpu i lunio Datblygiadau Clwstwr Carlam. Mae’r ddeialog barhaus ynghylch pris gofal ac archwilio datblygu Gwasanaeth Gofal Cenedlaethol hefyd yn bwysig iawn i ni.
Yr ydym bellach wedi gadael misoedd tywyll y gaeaf ar ein hôl, ac wrth i ni groesawu’r gwanwyn, ein nod yw dod o hyd i atebion i fynd i'r afael â'r pwysau rydym yn eu hwynebu nawr wrth ddarparu gwasanaethau. Wrth i’r gwanwyn droi’n haf, y gobaith yw y bydd AWASH yn cael cyfle i fanteisio ar gyfleoedd newydd a helpu i lunio a datblygu gofal cymdeithasol wedi’i adfywio i oedolion sydd wrth galon penderfyniadau.
Chair of Adult services (AWASH) update
As the first year of my two-year term, in the role of Head of Adult Services comes to an end I have had the opportunity to look back and consider what an experience it has been. Twelve months ago, we remained in Lockdown and were unclear as to what the rest of 2021 would hold. In particular the winter months with the additional seasonal pressures that the social care sector faces to manage its increased winter admissions.
As predicted the winter of 2021 really challenged Adult Services, with local authorities seeing large numbers of people awaiting packages of care. AWASH as always, remained a supportive group during the second most difficult of winters.
Whilst this pressure continues the discussion is now moving to consider what services should look like if we ever get to endemic phase.
Our priority is to ensure the voice of the individual is heard in shaping the future of services, and any change is centred on the voice of the majority.
With the reduction of Covid 19 measures, AWASH wants to work to embed successful service change that occurred over the 2 years of the pandemic and avoid reverting to type because we can.
From the responses during the pandemic the desire to do things differently was clear. There is now the opportunity to progress other areas of change. However, in the backdrop of an exhausted and depleted workforce there is a need to take things at an acceptable pace whilst recognising the need for a speedy response to increased challenges faced by individuals in our communities.
AWASH are committed to continuing the discussion on Integrated Services and the opportunity to help shape Accelerated Cluster Developments. The ongoing dialogue around the price of care and exploration of the development of a National Care Service is also of significant importance to us.
We are now through the dark winter months and as spring emerges, we aim to find solutions to address the pressures we are now experiencing in the delivery of services. As Spring turns into the Summer, it’s hoped that AWASH has the opportunity to grab the new seeds of opportunity and help shape and grow a refreshed Social Care offer for adults that puts them at the
Centre of decisions.

Cynhadledd Gwasanaethau Cymdeithasol Cenedlaethol 2022 - Dydd Mercher 28ain a Dydd Iau 29ain Medi
Byddwn yn ceisio adeiladu ar y cynnwys, y dysgu a chyfleoedd rhwydweithio a gynigiwyd gan y digwyddiadau blaenorol, sydd wedi derbyn adborth positif iawn gan ein haelodau a rhanddeiliaid allweddol eraill.
Mae’r fath ddigwyddiadau uchel eu proffil yn uchafbwyntiau yn y calendr i arweinwyr gofal cymdeithasol yn ogystal phartneriaid allweddol eraill ar draws gofal cymdeithasol ac iechyd ac rydym yn cynllunio dull hybrid i’r ddau ddigwyddiad hyn eleni.
Mae’r ddau ddigwyddiad yn cynnig profiad unigryw i gyfranogwyr, yn ogystal â’r Noddwyr a’r Arddangoswyr sydd eisoes wrthi’n ein helpu i wella gwasanaethau yn y dyfodol i’r bobl mwyaf fregus yn ein cymunedau, neu sydd â diddordeb i wneud hynny.

Anabledd Dysgu – Gofal a chefnogaeth i Oedolion - Dyw Gwely yn y GIG ddim yn gartref’
Dylai pobl ag anabledd dysgu gael cefnogaeth i fyw mor annibynnol â phosibl yn eu cymuned eu hunain.
Ychydig cyn y pandemig, adroddodd adolygiad cynhwysfawr [1] ar y 169 o unigolion yng Nghymru ag anabledd dysgu a oedd ar y pryd mewn gwely ysbyty arbenigol yn GIG Gymru, GIG Lloegr neu’r sector annibynnol.
- Nodwyd
fod gan ryw 45 o unigolion y potensial i symud at lety yn y gymuned.
- Y cyfnod aros yn yr ysbyty ar gyfartaledd oedd ychydig dros 5 mlynedd.
Y blaenoriaethau allweddol a oedd yn gofyn i bartneriaid weithio gyda’i gilydd oedd:
- Cynyddu darpariaeth ymyraethau cynnar/gofal argyfwng yn y gymuned
- Cryfhau cynllunio gofal a gollwng o’r ysbyty

Dechreuodd gwaith yn gynnar yn 2020 i gyflenwi’r blaenoriaethau allweddol ond effeithiodd heriau’r
pandemig yn sylweddol ar gynnydd. Gofynnwyd i gyrff gofal cymdeithasol i flaenoriaethu’r gwaith yma fel rhan o’u cynllunio ar gyfer adferiad.
Cyfarfu Group newydd i oruchwylio’r gwaith yma, “y Grŵp Gweithredu a Sicrwydd Cenedlaethol”, am y tro cyntaf yn Ionawr.
Mae camau penodol i gefnogi cyflenwi’r blaenoriaethau yn cynnwys datblygiad:

Y Camau Nesaf
Ar gais y Dirprwy Weinidog dros Wasanaethau Cymdeithasol, ymgymerir ag archwiliad o bob unigolyn sydd ar hyn o bryd mewn gwely ysbyty arbenigol ar gyfer anableddau dysgu. Bydd yr archwiliad yn cynnwys hyd yr arhosiad mewn ysbyty, a oes cynllun ar gyfer gollwng o’r ysbyty ac a yw’r cynllun wedi/yn cael ei weithredu. Dylai’r data ar gyfer pob unigolyn ar ddydd Llun 21ain Chwefror gael ei roi erbyn Dydd Mawrth 8 Ebrill 2022 ynghyd ag adroddiad cynnydd ysgrifenedig ar gynlluniau i gyflenwi argymhellion yr adolygiad.
Y bwriad yw datblygu system i gasglu a dadansoddi’r data yma’n achlysurol i gefnogi cynllunio lleol a chenedlaethol.

Learning Disability – Adult Care and support - ‘An NHS bed is not a home’
People with a learning disability should be supported to live as independently as possible in their own community.
Just before the pandemic, a comprehensive review [1]reported on the 169 Welsh individuals with a learning disability, who at that time were occupying a specialist hospital in-patient bed in NHS Wales, NHS England or the independent sector.
- Approximately 45 individuals were identified as having the potential to move to community-based accommodation.
- The average length of stay in a hospital bed was just over 5 years.
The key priorities for action that required partners to work together were:
- Increase community based early intervention/crisis care provision
- Strengthen care and discharge planning
- Increase the provision of community based integrated housing, health and social care support
Work began in early 2020 to deliver these key priorities but the challenges of
the pandemic impacted significantly on achieving progress. Social care and health bodies have been asked to prioritise this work as part of their recovery planning. A new group to oversee this work “the National Implementation and Assurance Group” met for the first time in January.
Specific actions to support delivery of the priorities include the development of:
- National care pathways;
- National standards;
- Metrics to measure progress locally and nationally; and,
- Support implementation of the Welsh Government’s Reducing Restrictive Practice Framework
Challenges
Some individuals will be in the right place and getting the care and treatment that is right for their needs; however some are not. We know we have people with learning disability stuck in our system. Some of the reasons include:
- Legacy decisions made as part of hospital closure plans
- Continuing Health Care payment issues
- Lack of specific skills and expertise to support people with complex needs
within some residential providers
Next Steps
At the request of the Deputy Minister for Social Services, an audit will be undertaken of all individuals currently occupying a learning disability specialist hospital in-patient bed. The audit will cover length of hospital stay, whether a discharge plan is in place and whether the discharge plan
has/is being actioned. The data should be provided for all individuals as at Monday 21st February 2022 and submitted by Tuesday 8 April 2022 along with a written progress report on plans to deliver the recommendations of the review.
It is intended to develop a system to collect and analyse this data periodically to support local and national planning.

Rights in Care Homes Workplan 2022 – 2024
In April 2021, the Older People’s Commissioner for Wales convened a roundtable on the rights of older people living in care homes. The aim of the roundtable was to provide an opportunity to discuss and examine the challenges faced by older people living in care homes (and their families and friends) and the extent to which residents’ rights are being upheld. The intended outcome of these discussions was to identify the practical changes required in the short term and identify any longer-term change needed to support and extend the rights of older people living
