Diweddariad ar osod blaenoriaethau oedolion (AWASH) a phlant (AWHOCS)

Wrth i wleidyddion ym Mae Caerdydd godi am doriad y Pasg, maent yn dod â phumed tymor Senedd Cymru i ben yn ffurfiol. Ar 6 Mai, bydd etholiadau cenedlaethol a bydd yn gyfle i'r cyhoedd yng Nghymru bwyso a mesur perfformiad pleidiau ac unigolion a dweud eu dweud ar sut maent am i'r wlad gael ei llywodraethu dros y pum mlynedd nesaf.

Yn ddi-os, un o flaenoriaethu uchaf ar agenda nesaf Llywodraeth Cymru fydd sefyllfa bresennol y sector gofal cymdeithasol a’i sefydlogrwydd at y dyfodol – sef sector sy'n parhau i ddod drwy storm COVID-19. Bydd angen i'r llywodraeth greu set o gynlluniau ar gyfer y tymor byr, canolig a hir ynglŷn â sut y mae'n bwriadu gweithio gyda'i phartneriaid i adfer a chryfhau'r sector dros y degawd hwn. Fel llais arweinwyr proffesiynol Cymru sydd wedi gwneud cymaint i arwain y gweithlu gofal cymdeithasol trwy'r amser digyffelyb hwn, bydd yn hanfodol bod gennym set gref o flaenoriaethau ac ymrwymiadau allweddol i'w cyflwyno i weinidogion Cymru newydd i helpu i lunio'r gwaith adfer hwnnw.

Mae'r Uned Fusnes wedi bod yn gweithio gyda phenaethiaid gwasanaethau yng ngwasanaethau oedolion a phlant er mwyn datblygu set o bapurau sefyllfa y byddwn eisiau rhannu gyda'r llywodraeth newydd wrth inni gyfarfod â hi yn hwyrach yn y gwanwyn. Bydd yn gyfle inni, fel sefydliad arweinyddiaeth, ddechrau'r trafodaethau â ffocws y bydd eu hangen i gynllunio'r adfer hwnnw a nodi pa elfennau sylfaenol y bydd angen eu rhoi ar waith i wneud iddo ddigwydd. Yn benodol, sut rydyn ni'n cefnogi lles ein gweithlu, pa adnoddau ychwanegol fydd eu hangen a sut rydyn ni'n sicrhau bod llais y dinesydd wrth galon y broses adfer.

Byddwn yn cyhoeddi'r papurau yn hwyrach yn y gwanwyn ar y wefan a thrwy'r cyfryngau cymdeithasol.

Llwyfannau Etholiad Cydffederasiwn GIG Cymru

Ar ddydd Mercher 14 Ebrill (6 – 7.30pm), bydd Conffederasiwn GIG Cymru yn cynnal digwyddiad llwyfannau etholiad rhithwir gyda llefarwyr iechyd a gofal cymdeithasol o bob plaid wleidyddol sy'n cystadlu yn yr etholiadau i Senedd Cymru sydd ar y gweill.

Gofynnir cwestiynau i ymgeiswyr ar amrywiaeth o bynciau, gan gynnwys dyfodol gofal cymdeithasol a chymunedol, yr hyn y dylid ei wneud i gefnogi'r gweithlu, a darparu gofal a gwasanaethau ar y cyd.

Bydd ADSS Cymru yn cyflwyno ei gyfraniad a bydd yn hyrwyddo'r digwyddiad trwy ei blatfformau cyfryngau yn agosach at yr amser.

Comisiynydd Pobl Hŷn Cymru: Maniffesto ar gyfer Etholiad Senedd 2021

Bydd y dewisiadau a’r penderfyniadau gwleidyddol a wneir gan Lywodraeth nesaf Cymru yn cael effaith ddramatig ar fywydau pobl hŷn, nawr ac yn y dyfodol, ac mae Comisiynydd Pobl Hŷn Cymru yn galw ar bleidiau gwleidyddol yng Nghymru i gymryd amrywiol gamau a fydd yn helpu i sicrhau bod pobl hŷn yn gallu byw bywydau iach a chyflawn mewn cymdeithas sy’n gynhwysol, sy’n cydnabod ac yn gwerthfawrogi eu cyfraniad sylweddol, ac sy’n cynnal hawliau pobl.

Mae’n rhaid i hyn gynnwys camau i ddiwygio gofal cymdeithasol, ac ym mlwyddyn gyntaf Llywodraeth nesaf Cymru mae’r Comisiynydd am weld ‘Prif Swyddog Gofal Cymdeithasol’ yn cael ei benodi – Prif Swyddog sy’n cyfateb i’r Prif Swyddogion Meddygol a Nyrsio – er mwyn sicrhau bod arbenigedd gofal cymdeithasol yn gallu llywio a dylanwadu ar benderfyniadau ar yr un lefel â’r GIG.

Mae’r Comisiynydd hefyd yn galw am Ddeddf Gofal Cymdeithasol newydd i Gymru a fydd yn cynyddu buddsoddiad yn y system gofal cymdeithasol, gan gynnwys cynyddu’r gweithlu gofal cymdeithasol a gwella telerau ac amodau ar gyfer staff presennol a staff y dyfodol, yn ogystal â sefydlu system lle mae gofal personol ar gael am ddim ar y pwynt ddefnydd.

Comisiynwyd AFA Cymru gan y Gwasanaeth Mabwysiadu Cenedlaethol i ddatblygu pedwar canllaw arfer da mewn pedwar maes allweddol: Cyswllt; Gweithio gyda Rhieni Geni; Trosglwyddo a Chefnogaeth Gynnar; a Chefnogaeth Mabwysiadu. Roedd ystod eang o ddarparwyr gwasanaeth, rheolwyr mabwysiadu ac ymarferwyr, rheolwyr gofal plant yn rhan o'u cynhyrchiad, a gwnaethom hefyd geisio gwybodaeth ac adborth gan rieni biolegol a mabwysiadol, gofalwyr maeth, a'r bobl ifanc eu hunain.

Wrth i'r dyddiad cau ar gyfer gwneud cais am Statws Preswylydd Sefydlog i Ddinasyddion yr UE yn y DU agosáu, mae pryder parhaus ynghylch sut i gynorthwyo oedolion a theuluoedd sy'n agored i niwed er mwyn sicrhau'r hawl i aros yn y DU yn y dyfodol. Mae’r Gwasanaeth Cynghori ar Fewnfudo i Ddinasyddion yr UE ar gael i awdurdodau lleol ledled Cymru ac mae'n cynnwys darparu cyngor cyfreithiol a chymorth gyda'r proses ymgeisio.

Mae Newfields Law, sydd wedi bod yn gweithio’n rhan o'r gwasanaeth, wedi darparu astudiaeth achos sy'n disgrifio'r cymorth a gynigir i oedolyn sy'n agored i niwed yng Nghymru, er mwyn dangos sut y gall y gwasanaeth cymorth helpu.

Astudiaeth achos: Mae'r ymgeisydd yn ddinesydd oedrannus yr UE sydd wedi byw yn y DU ers dros 60 blynedd.

Mae gan yr ymgeisydd ddementia ac nid oes ganddo'r galluedd i wneud cais i’r Cynllun Preswylio’n Sefydlog i Ddinasyddion yr UE ei hun. Yn ffodus, penodwyd atwrneiaeth arhosol cyn i'r ymgeisydd golli galluedd ac rydym wedi bod yn gweithio gyda'r unigolyn hwnnw i gyflwyno cais ar ran yr ymgeisydd.

Mae teulu'r ymgeisydd wedi cael y broses o baratoi i wneud cais i’r Cynllun Preswylio’n Sefydlog i Ddinasyddion yr UE yn ddirboenus iawn. Mae’r ymgeisydd wedi byw a gweithio yn y DU am y rhan fwyaf o'i fywyd ond, yn ystod y camau diweddarach, mae wedi dod yn gwbl ddibynnol ar deulu yn y DU. Mae'r syniad o unrhyw risg a berir i allu'r ymgeisydd i aros yn y DU ac iddi fod wedi ymadael â’r UE wedi bod yn achos llawer o bryder. Credaf, heb gymorth, y gallai fod wedi bod rhwystrau anorchfygol a allai fod wedi atal cais rhag cael ei wneud cyn y dyddiad cau.

Trwy gymysgedd o gyfarfodydd dros y ffôn ac wyneb yn wyneb (pan oedd caniatâd i gynnal y rhain), rydym wedi cefnogi'r teulu i gasglu'r dogfennau perthnasol ac rydym wedi helpu i gwblhau ffurflen gais ar gyfer yr ymgeisydd o dan gyfarwyddyd gan yr atwrneiaeth.

Mae'r cais wedi'i gyflwyno i'r Swyddfa Gartref i'w ystyried ac rydym yn aros am ymateb.

Recordiadau Cynhadledd Cenedlaethol Gofal Cymdeithasol 2020

Am y tro cyntaf yn ei hanes, o ganlyniad i bandemig byd-eang Covid-19 a'r cyfyngiadau symud, cynhaliwyd y Gynhadledd Genedlaethol Gofal Cymdeithasol ar-lein yn 2020. Canolbwyntiodd y digwyddiad rhithwir ar gydnabod ymdrechion anhygoel gweithwyr cymdeithasol a gweithwyr gofal sydd wedi parhau i ddarparu gofal a chymorth angenrheidiol trwy gydol y cyfnod hynod heriol hwn, edrych ymlaen at ail-sefydlogi'r sector, bwrw ymlaen ag arferion newydd cadarnhaol a chydweithio i adeiladu gwasanaethau gofal sy'n addas ar gyfer y dyfodol. Update on Adults' (AWASH) and Children's (AWHOCS) priority position setting

As politicians in Cardiff Bay rise for the Easter recess, they formally bring an end to the fifth Welsh Parliamentary term. On 6th May there will be national elections and it will be a chance for the Welsh public to take stock on the performance of parties and individuals and have their say on how they want the country to be governed over the next 5 years.

Undoubtedly, one of the highest priorities on the next Welsh Government’s agenda will be the current condition and future stability of the social care sector; a sector that continues to weather the COVID storm. The Government will need to create a set of short, medium and long-term plans regarding how it will work with its partners to recover and strengthen the sector over this decade. As the voice of professional leaders in Wales who have done so much to guide the social care workforce through this unprecedented time, it will be vitally important that we have a strong set of key priorities and undertakings to present to new Welsh ministers to help shape that recovery.

The Business Unit has been working with Heads of Service in both adults' and children’s services, to develop a set of position papers that we will want to share with the new Government when we meet with them later in the spring. It will be an opportunity for us, as a leadership organisation, to aid the focused discussions that will be required to plan that recovery and pin-point what fundamental elements will need to be put in place to make it happen. In particular, how we support the wellbeing of our workforce, what additional resources will be needed and how we ensure the citizen’s voice is at the centre of the process of recovery.

We will be publishing the papers later this spring on the website and through social media.

Update on the ADSS Cymru Workforce Leadership Group

From the 1st February 2021, Jenny Williams, took over the role of the ADSS Cymru Lead Director for Workforce. Due to the vast agenda, a new ADSS Cymru Workforce Leadership Group has been formed and the initial members are as follows:

Welsh Government Financial Recognition Scheme for NHS and Social Care Workers
We would like to thank everyone involved in the data collection exercise required from local authorities and commissioned services over the last few weeks in relation to the proposed Welsh Government financial recognition scheme.

The timescale for collecting this data was extremely challenging, however, we are pleased to confirm that we had an excellent response rate and further information around the eligibility of the scheme will be shared from Welsh Government during the middle of April.

Welsh NHS Confederation Hustings

On Wednesday 14th April (6 – 7.30pm), the Welsh NHS Confederation will be holding a virtual hustings event with the health and social care spokespeople from all the political parties contesting the forthcoming Welsh Parliamentary elections.

Questions will be posed to candidates on a range of subjects including the future of social and community care, what should be done to support the workforce and the collaborative delivery of care and services.

ADSS Cymru will be publicising the event through its media platforms nearer the time.

Older People’s Commissioner for Wales: Manifesto for the 2021 Senedd Election

The political choices and decisions taken by the next Welsh Government will dramatically impact on older people’s lives, both now and into the future, and the Older People’s Commissioner for Wales is calling on political parties in Wales to take a range of action that will help to ensure that older people can live healthy and fulfilling lives in a society that is inclusive, recognises and values their significant contribution, and upholds people’s rights.

This must include action to reform social care, and in the first year of the next Welsh Government the Commissioner wants to see the appointment of a ‘Chief Social Care Officer’ – a social care equivalent of the Chief Medical and Chief Nursing Officers – to ensure that social care expertise can inform and influence decision-making on a par with the NHS.

The Commissioner is also calling for a new Social Care Act for Wales that will increase investment in the social care system, including growing the social care workforce and improving terms and conditions for current and future staff, and will establish a system where personal care is free at the point of use.

AFA Cymru was commissioned by the National Adoption Service to develop 4 Good Practice Guides in four key areas: Contact; Working with Birth Parents; Transitions and Early Support; and Adoption Support. A wide range of service providers, adoption managers and practitioners, childcare managers were involved in their production, and we also sought information and feedback from birth and adoptive parents, foster carers, and young people themselves.

As well as incorporating best practice examples from across Wales, the guides take into account the most up to date research and evidence available, including information from the Wales Cohort Study on adoption. We really hope that they will inform and support practitioners in what needs to happen at each stage of a child’s journey to adoption and post adoption, and ultimately make a positive difference to the lives of children and families.

How the Wales-wide EU Citizens’ Immigration Advice Service is supporting vulnerable people with EUSS applications

As the deadline for applying for EU Settled Status in the UK approaches, there is ongoing concern for how to support vulnerable adults and families to secure the right to remain in the UK into the future. The EU Citizens’ Immigration Advice Service has been made available to local authorities across Wales and includes the provision of legal advice and support with the applications process.

Newfields Law, who are working as part of the service, have provided a case study which describes the support offered to a vulnerable adult in Wales, to demonstrate how the support service can help.

Case study: The Applicant is an elderly EU citizen who has lived in the UK for over 60 years.

The Applicant has dementia and lacks capacity to be able to make an application to the EU Settlement Scheme themselves. Thankfully a lasting power of attorney was appointed prior to the Applicant losing capacity and we have been working with that person to submit an application on the Applicant’s behalf.

The Applicant’s family have found the process of preparing to make an EUSS application very stressful. The Applicant has lived and worked in the UK most of their life but in the later stages has become entirely dependent on family in the UK. The idea of any risk posed to the Applicant’s ability to remain in the UK now that it has left the EU has been a cause of huge anxiety. I believe that without support there could have been insurmountable barriers which may have prevented an application being made ahead of the deadline.

Through a combination of telephone and face to face meetings (when permitted) we have supported the family to gather the necessary documents and helped to complete an application form for the Applicant under instruction from the power of attorney.

The Application has been submitted to the Home Office for consideration and we await a response.

National Social Care Conference Recordings

For the first time in its history, as a result of the global Covid-19 pandemic and lockdown, the National Social Care Conference took place online in 2020. The virtual event focused on recognising the extraordinary efforts of social workers and care workers who’ve continued to provide critical care and support throughout this extremely challenging period, looking ahead to re-stabilising the sector, taking forward positive new practices and working together to build care services fit for the future.
